Found this bunker/storage area looking thing near where i live and i have no idea what it is or what it contains. I thought I would be best to come here before going there in person.

It's a covered reservoir.According to old maps been there since at least 1957.

The solar panels would suggest it's still in use too.

Looks like a small reservoir, I doubt there's any large underground complexes linked to it. You could TRY it, but this looks like it's still in use.
