Most likely something that was put up temporarily for filming of some kind.

Must have been something to do with the temporary car parks for the Covid Nightingale hospital.
Keltbray built the car parks and the circular tent / building is there within the site.

I believe it was there prior to the creation of the Nightingale car park. Remained after too.
