Report - Partially Underground Bunker?

Today I took my son on an exploration and we couldnt find/acces either of the two sites, but we did find this interesting bunker/store.

No idea what it is or why its there but kind of interesting none the less.

If you have information about what and why and when and how please let me know.

Almost certainly an ice house then.
