Question - re: farnworth infall

Tried to keep the title simple, as this is just a question, and looking for some advice and not a full posted up report.

I was in farnworth on a lunch break one day this week, and noticed this off the side of one of the roads, it looks like a rcp inside, and is padlocked from the outside. A culvert, or something more, seems very secured though?

Did a fair bit myself round those parts years ago, but that new grille wouldn’t have been about them days, there’s a few things that look similar so hard to tell really without trawling back through old pics and field notes..

Never spotted this when living there.
