Just a couple shots from the top of some high-rises all linked together in Berlin. I don't have much history, but was told they were re-started a couple times since the initial concrete shells were put up. Each time they've run out of money, then the gypsies moved in and stripped out all the cabling, windows etc.
There's supposedly a lot of public distaste for these buildings, as the locals see them as a potential solution for the large amounts of asylum seekers being denied proper housing. I can only go by the few people I'd spoken to about it though, as I wasn't able to find anything concrete (heh) online.
We managed to get on the roof through a hatch in the ceiling, though there was no ladder and it was 10' high. We balanced some random boards and bits we found around the buildings to climb up and the view was pretty awesome.
